This is true to a point. Someone new should figure out what they need for supplies to get started. Start with the basics and what you know. Slowly add better equipment into your stores and train with it until you know it and can use it without thinking about it.
As you can afford to slowly improve your equipment and increase your stores, keep training and learning as you go. If you follow this basic plan you will become confident in all tasks you need to survive as time goes on.
My belief is no one is completely prepared. Everyone needs to train and practice everything as they can do so. An example is on a rainy day I will go out back and build a fire in the rain just to practice my fire building skills. If I get into a survival situation, I will know I can get my fire started. I apply these standards to everything I have/do to be ready. Most important is to have at least 2 but preferably 3 different tools/ways to accomplish a task. This will help you if/when supplies get low, equipment fails, or conditions force a different method to be used.
