I would not even remotely rely on a cell phone. Any natural disaster that kills the power will kill a cell phone. The towers that have backup generators are only good for 8 to 12 hours. Anything longer than that and the cell phones will be out also.
You need a plan that brings everyone together automatically. Where you meet depends on what the emergency is. I have adult children and we have plans in place to meet for several different emergencies. To help back us up we also have long range radios we can use to communicate. They aren't perfect, but in a small town like ours we can talk between us when we are at our respective homes. This way, if a planned meeting point is compromised we can still get word to them where to meet.
