Is this "Clunker Turn-in" program just the work of environmentalists wanting to encourage cleaner, greener autos on America's roadways?

this video from the Glenn Beck program. By signing onto the Cars.gov website your computer becomes federal property and you've given them permission to spy on you and share the info they collect with anyone for any reason. It's buried in the privacy agreement.
I've also thought about all the EMP-proof older vehicles that are being stuffed into the compactor because of this program, which has surely driven the cost of good BOV's through the roof in just a week's time. What if Obama really is working for the military defeat of America via a high-altitude EMP blast? Getting rid of all vehicles that might continue running after the attack would be a great strategy as would pushing "smart" energy systems or any other chip-driven infrastructure.
Finally, in order to bring about economic chaos, why not squeeze the poor who need a cheap vehicle to get back and forth to work so they can lift themselves by their bootstraps? Yes, just destroy all the used cars in America and those low-income people will have far fewer employment options and need to be supported by anyone still working -- and their kids -- and their grand kids...
I never hoped or expected to become this cynical over a US president but the Bush/Obama policies have pushed me into deep, deep suspicion over their true motives.
